qualification requirements on applicant：1.资质要求：具有一般纳税人资格的境内单位或企业法人，企业注册资金≥200万元；具有有效期内的营业执照、开户许可证(三证合一的提供银行开户证明)、法人授权委托书，法人和被委托人的身份证正反面复印件(外籍提供护照)、付款账户信息(能体现12位行号)，以上资料均加盖公司公章；具备有效期内所投标项目的经营资质及产品检测报告等。不允许贸易商报名。
正式注册成立3年以上且具有客车营运资质的企业，能够在涉县区域正常运营车辆。
2.车型要求：拥有满足道路运输行业标准的大型公交客车（新能源车优先），车型为10.5米及以上、核载人数在70人以上的城市公交通勤车，车龄在5年以内。
3.费用要求：承租单位负责车辆的所有费用，含车辆折旧、司机工资、车辆全险、运营成本、燃气成本、保养维修、审车成本等。
4.安全要求：在租赁合同期间发生的一切交通事故全部由承租方负责处理并承担相应费用。
5.保险要求：乘运人员险不低于300万元/人，第三方责任险不低于300万元，其他按照行业要求，并提供保险缴纳凭证。
6.服务质量：服从我方管理和调度，准时接送职工上下班，因自身原因造成误点的扣除租金500元/车·次。
